HOW DO WE STOP THE STALLING

How do we get people to stop stalling. it probably happens for me every 5th game. I'll make a move and they realize "Oh I'm about to be in checkmate" and they just sit there and let the clock run out. How are people allowed to do this. We need some type of penalty for this. PLEASE fix this. It's extremely frustrating.

chesscom punishes these players by putting them into a pool of players that also stalls and aborts a lot, this makes their matchmaking take longer and of course they are playing with players who stall and abort too.

Report them. There's a checkbox for stalling if you go to their account and report.
Definitely needs stronger penalties - automatically triple the points lost, etc for a stalled/quit game - something that'll make them really consider if it's worth it.

I wouldn't mind if they put a limit on the time between moves. Let's say 60 seconds and then the player must do something to show they are still there.
Agreed, the game is unplayable, opponent loses a piece, quits, every time. How am I supposed to get better if I can finish a game. I play all the way through, I should not be in this pool. Are there other chess sites that lock someone into their game? Or have people that actually care about their ratings? I think this is the issue, some are just messing around and some are playing to get better, these should be two groups of players.
