On the app, you go Settings > Live Chess you can change your Allow Chat setting.
On the site (v2) this shows how to disable but you can do the reverse to enable:

Accounts have to be open for at least 48 hours as well.

You have to play at least 10 games and have your account open for at least 48 hours.

You have to activate your account by email. That way chess.com can confirm that your email is valid/active and they can sell your email and all other forms of data you own.
