I think the problem is not so much hiding one's own IP adress, but finding the location of the one who is stalking you.

You cannot see another member's IP address. However, if you can trick them into clicking on a link to a website you control, you can see the IP address that hit comes from. Chess.com can track your IP address.
It is, however, quite easy to mask your IP address. You can use a proxy or a VPN, or the TOR browser. People use these kinds of techniques to get around the Great Firewall of China; this is how people in China can access facebook, etc.
If you have someone's IP address, you can narrow down their location to the town or city; the data is not 100% accurate, but it usually gets you pretty close. It also gets you their internet service provider. If you had a good reason (i.e. if you were a police officer investigating online crime), the internet service provider would help you identify a specific customer for that IP address; however, an ISP probably wouldn't share that information with anyone outside law enforcement.
I would just like to add that even if you use a VPN (virtual private network) you may leave traces of your whereabouts due to a DNS leak. You can test this if you go to

Not sure exactly what is going on here but this really isn't the place for a personal argument.
To the OP, as others have posted, for another member to see your IP, they have to have some kind of direct connection to you. Either by having you click something, or having you view something on a system they control.
So, it would be possible to embed an image that links to a remote site and if they had a limited number of viewers, knowing one of them was you, they could get the device type, browser and IP. As has also been mentioned, that data is normally regional in nature and in the absence of other location data you may have divulged, fairly anonymous.
If you are having a particular issue with someone, then you should directly report it to the site.
