Yea this is considered stalling if they dont make move on purpose, I hope you are patient enough to wait and you can report this. I dont play classical games I mainly play rapid. But I tell myself when I wait, feel like a GM who has crushed his opponent so hard that they aimt even showing up.
Is forcing timeout considered stalling?

We've waited out both times. It's frustrating but I'm not going to let someone being a bad sport take away a win we rightfully earned. I'll make sure to report them when they do it.

Yeaa. As shown in Queen's gambit, some professionals players used this bad sport habhit to annoy their opponent. The patient player gets the win. Also I just look at the previous moves while waiting.

Yes, letting your clock run out is considered stalling. It is also reportable.

I'm new to this, so forgive me if this is a goofy or obvious question. Yesterday someone rage quit a 30 min game we were playing, but rather than resign he let the game run out the 18 min or whatever left in his turn. Right now, I'm sitting in a game where my opponent keeps resetting auto resign to forcibly use the remaining 22 min. Is this reportable? I'm on the android app and my phone pretty aggressively closes apps I'm tabbed away from, so it's forcing me to sit in the app for long periods of time waiting rather than moving onto another game.
