Losing time even when pre-moving

Please help me understand why I lose significant amounts of time between moves while premoving!   I'm talking 5-10 SECONDS of clock time in a bullet game!  I would just say oh well, its lag but that's simply the wrong answer.   Is there an interface setting I am overlooking to correct this and perform some sort of timestamping (like other Chess sites do).  

Also, why does one's clock start the moment the board pops up?  Why not 'with the 1st move for each side' ?  This ruins many quick games.  Giving up 15 seconds before you can play 1. e4 is not what Caissa had in mind when she made Chess.
