My account can't message/comment, why?

For some reason whenever I try to message/comment on something a text box saying "this account cannot message/comment at this time" What the hell!

Either that person (which is unlikely if it's multiple people) that they blocked you

Or you were muted (but I Do think that they tell you if you're muted)
