Because of this finding, it is logical that a player must spot tactics at each turn but he needs assurance that the future position will not lead to his demise. If he can't find any tactics at all, he must make a move strategically that will make the best possible tactics at later turns.
Strategy and tactics are often used to describe a move in chess but there are many definitions that are somewhat different by each other. In human perspective, these two are not the same thing because Tactics are perceive to produce dramatic changes in short burst of time while Strategies are subtle but long term gains. Chess Engines on the other hand do not know these definitions for it analyze things systematically by means of assigning evaluation at each future predictions. But we cannot deny that as the analysis depth increases its evaluation fluctuates until it reach a certain depth and decide which move it must take based on last evaluation.
Based on this observation, we can define the difference between strategy and tactics by means of defining changes of evaluation as it reaches a certain depth. For example, analyzing a move by shallow depth which dramatically changes the evaluation bar can be arguably assume that it is a tactic but as the depth grows deeper the evaluation might decrease to a certain point that it will lead to your demise which will disqualify it as a good move, so it cannot be accepted anymore as a good tactic at deeper depths. So, because of this disagreement I made a checklist on how to define what are tactics and strategies based on players perspectives. The following are what will differentiate the two:
For a Weak Player Perspective
Moves that makes dramatic change on evaluation bar at shallow depth of analysis are called tactics but the other ones can be considered strategy as long as it improve his position. They are only limited to shallow depths because of their limitations.
For a Strong Player Perspective
Moves that makes dramatic change on evaluation bar at shallow depth are tactics if and only if it remain the same as it reaches greater depths of analysis. While moves that makes small change on evaluation bar at shallow depth are strategy if and only if it grows significantly as it reaches greater depths of analysis.
There are also other metrics that can be involved in how to define the two and these are all involved in psychological warfare but due to limitations it is hard to describe the impact of these methods to players' psyche.
