It's how active a club is. In my opinion, it's totally messed up. Active clubs have less than 1 percent.
i think it is the activity from the total club that as participated over a amount of time

That's seems weird. My club, which supposedly has an activity rate of 3.2% is one of the most active clubs on chess.com

This is correct. I think it's just a placeholder calculation for a future metric, because as it is, it's not very useful
