It means the admin that created the News either has you blocked or has theirs privacy settings for messages to friends only. Other than becoming friends with that member, there's nothing to do.

kept all my messages on, (i practically don't even touch my settnigs so that i don't mess around anything)

he or she has their friend reqeust oned and no, they didn't block me, if they did block me then i did get a different message stating he or she blocked me
