Firstly, making a second account without closing your main account technically goes against the user agreement you agreed to when you created your account; this is because a second account can be used to self-inflate your rating and/or troll. I would suggest that you close the account, however, if you contact chess.com and gave them a valid reason for needing a second account, they might let you keep it. Maybe they don't go so hard on alt-account users as long as there's no foul play, but unless it has any important data on, I'd close it just for good measure.
Anyways, to answer your question, I think the real reason you are receiving this message and are unable to publish forum posts on your new account may be that you haven't activated it. To activate your account, you have to connect an email account (one that is not already in use by another account) in your general settings. I don't believe you have to wait until your account is of a certain age to post in the forums anymore, because I've seen <30 minute old accounts here before. However, if you've already connected an email address and activated your account, then I'm not sure how to help you.
