Dead drawn positions

I just played the following game:

The end position was the following, after we had idly moved our kings in the last ten moves:

 

This position is dead drawn, by no move order can any side win. These positions are defined as drawn by FIDE rules, and thusly, I tried to claim a draw. It didn't work. I eventually lost on time because there was no increment.

 

Is it by any means possible to make the computer recognize such positions at least when a draw is claimed? Could one have the person who won on time show a way to win the position to claim the full point? Such as he has to make moves for both parties until it's a checkmate? Or is it too difficult to implement?

Well what you can do here is premove back and forth to two squares for 50 moves.. that will only use up 5 seconds on your clock.. because of the 50 move rule as well, a draw would then be claimable. Hopefully that helped, even though it doesnt sound that useful :\
