You can't force either. Fool's Mate can only occur if you opponent plays extremely poorly and Scholar's Mate can be avoided easily by anyone that knows about it.

Someone tried scholar's mate on me, didn't work. 
Yeah, usually beginners and idiots use this tactic. I would strongly advise you to utilize the "openings" section and learn new strategies. Fool's Mate is exactly what it is, if you employ this strategy against a decent player they can counter with one move, against an experienced player it's like blood in the water.
