First of all, as far as I can see, none of the 2 account are yours. But never mind that, here is a detailed explanation.
In your example, black had a king and queen, and white had only a king.
Black (who had sufficient material to checkmate) ran out of time.
He was a move away from checkmate, but his time has run out. That is why he couldn't checkmate.
White doesn't win because white has only his king left, AKA he doesn't have sufficient material to win this.
If white had a single pawn on the board, he would've won this game.
If both people have sufficient mating material, whoever runs out of time loses.
If one person has sufficient mating material and the other does not, and the person who does not have sufficient mating material runs out of time, he loses.
Various places have different wording and perhaps what is considered not sufficient mating material, as far as I am aware they all agree on this. If it is impossible according to their rules to mate, then that person cannot win. SO when a person with enough material runs out of time they get a 1/2 win, because it was impossible for the other to win. Vise versa, because the person who had enough mating material ran out of time then the side for which it is considered impossible to win (by checkmate), is awarded the other half of the win.

Only a king cannot checkmate another king, but White had time with no sufficient material. That's why, draw. This is actually very fair, as sometimes I lose my own time, but my opponents do not have material to checkmate, so it's a draw. Lichess does not follow this rule. I am not disrespectful, but just saying that Chess.com follows the rule of USCF (which has this rule) and Lichess follows FIDE, in which it states that even when you are out of time you lose, no matter if the opponent has sufficient material or not.
