The new puzzles get a pending rating first and after a certain amount of tries they will be rated. That how it's supposed to go, but there are puzzles that have tens of thousands of tries and are still pending. There are puzzles with a low rating <1500 which have a 0-10% success rate and they aren't being given a higher rating. On the other side, some higher puzzles are so easy they have a success rate of 90%+ and their rating will not be lowered.
So if I had to guess, the ratings of a puzzle are determined after a pending status and then remain static. Shouldn't this be an ever changing rating to keep it close to 50% success rate to make sure the rating reflects the strength of a puzzle?
I posted some incredibly low success rate puzzles before, but here is one that is ridiculously easy for it's rating:
