In a political debate, for example it is used. It is considered low bow.
In chess, many years ago, a friend of mine was playing with a superior opponent.
He wins the game because he said to a boy tell to the opponrnt that there was someone trying to steal his bicycle. The opponent lost all concentration and lost the game.

People need to learn what an Ad Hominen actually is, its pretty weak, this guy actually provides a definition yet he still can not reason that asking, is NOT and ad hominem. Even insults are not Ad Hominem, To make an Ad Hominem you need to be claiming about the individual who made the argument you are trying to counter, simply asking if someone, or some group is cheater, is just a question, its not an Ad Hominem, its pretty embarrassing this guy can figure that simple thing out.
