I'm not a "gamer", so I'm a bit ignorant concerning gaming PCs. But, can't a person just buy a regular but powerful PC that has the same performance specs as a gaming PC? I guess you wouldn't get all of the fancy colored LEDs, but I always thought that stuff was a bit gaudy anyway.

Yep, the decision applies to only pre-builds. You can totally buy the individual components off the shelf, and have a PC with the exact same specifications as the pre-build for much cheaper.
You'd have to give up the RBG lighting, Alienware's shiny little alien logo, and never forget, Dell's amazing service. You can obviously add the RGB lighting if you want though.
Gamers are being oppressed as always.

Not anymore. Their products are still good in the laptop space, but in the pre-build market, it's frankly embarrassing.
A gaming PC is different in several ways from the average PC. More and faster storage and a faster video controller, or even two are the most prevalent. Most quality PCs can be converted with available hardware which would circumvent the new rules in California and other places.
The power consumption of a super gaming computer can be 5 times higher than a conventional PC at 500 to 700 watts/hour. The truth is that only 2% of computers are capable of this and these loads are only peak when using two video cards, etc. A high performance gaming PC will normally run at 300 watts/hour average.

The legislation has got nothing to do with total/peak power consumption. It only considers idle states.
Dell knew that these regulations were coming for years, but they did not upgrade their systems with law-abiding PSUs unlike its competitors, hence this ban.
Alienware is an American computer hardware subsidiary of Dell. Same, no more shipping.
