this is what i found in chess.com fair play policy
never is a user convicted of Fair Play abuse allowed to open the same account again.

Most high rated titled people have “promotional” accounts which they use for exclusive events as advertisements. They also are allowed to have another secret account so nobody can prepare for their openings and such from the games they have played. I assure you @AnishGiri has an alt. He said so himself a while back. Magnus probably has one too.
