If your wanting to have a rated USCF chess tournament there are a few steps. First you need to go to USCF and become a member and play at least 25 rated chess games. Then you can apply to become a Certified Tournament Director. Once you are approved to be a TD you have to download a software to pair the games for you. I recommend downloading the Swiss Chess program. Once you are a TD and you know how to use the software you are good to go. You can run your own rated events.
Also, most big cities have a few popular TD's that likely run various scholastic events. It would be easier if you asked a TD to run an event for you rather than become a TD yourself. Look for rated chess tournaments in your area and try to contact the TD to ask him. You could also run a non rated tournament so you wouldn't have to have any qualifications, you could just inform the schools of your plan and go on with it.
