There does not seem to be any consensus among sponsors of tournaments how to handle Covid. The USCF has a policy now, which is basically not a position at all. No vax required, no masks required. Everything is allowed so basically -- you're on your own and they wash their hands of your health.
On the other hand, Continental Chess which is a major sponsor of tourneys, requires masks for unvaccinated players and spectators, but of course they can't know if someone is unvaxxed (doubt they check vax cards right?). Honor system. Some tournaments they declare 'no spectators allowed, which seems a bit illogical since there are already hundreds of players participating whose status is unknown.
