Not really, he didn't have a official iq test result, so he isn't officially the smartest person in the world and definitely doesn't have an iq of 400.
Also i searched his name in Google and this forum pops up.

Not possible for many reasons, I’d say he’s between 160-180 and a hard worker
there are only a handful of iq test that barely go beyond 200 and they are all made by the same person
