I don't actually know. I think it's American.
In England, we have a very straight forward 2 tier system which is based around one simple question: "would you drink with that person?"
That's literally it. That's what separates people who are "alright" from "lameos".
It will put you in good stead for promotions, even. Some complaining woman didn't understand that, when I got the job she wanted and she went on a massive sulk for weeks, because I was socializing (drinking with) one of our bosses and I understood.
This is why English people found it symbolic and funny when Keir Starmer was told to get out of the pub. Whereas someone like Farage or Robinson have people buying them drinks all night. In fact on Farage's news show, he literally has a daily segment where he chats "in the pub" (a studio with cider and beer).
It's quite a brilliant system actually. It filters out dossers (people who scrounge off welfare), filters out scroungers who won't buy a drink or buy a round, filters out hippy types, filters out Keir Starmer, and so on.
