Have you considered using a stand alone app to prevent cheating or at least some forms of cheating? The app would only allow one to play in full screen only (pc) and not access other programs while executed. Any tampering with the app would be detected when logging into the app (checksum generated by app to detect any modifications to app. Or auto download specifics of the app every time you log in). Another option could be like screen sharing from an online meeting where users see the opponents side of the screen. The idea here is to possibly detect any screen aids an opponent may be using. Just some thoughts. Phone and tablets more than likely would need some other detection.
During the last State of Chess.com broadcast the site mentioned they are releasing a browser version like that but it's only going to be for major events, such as titled prize ones. It won't be for general playing. There's no way to line monitor general play though, so it will be limited to the mentioned use
