I was just playing a game and I got a winning king and pawn vs king endgame. I promoted to a queen and trapped my opponent in the corner with only one legal move that lead to checkmate. All the while before this they took one second per move maybe. Then they stalled for the next 7 minutes and I won on time. There has to be a way to detect this kind of stalling. I understand some players have random things that come up or they want to think it through, but when there’s a sudden change on time per move and there is one legal move and they take more than 15 seconds it should just be made for them or their game should automatically resign. Or better yet, these players should be banned. Stalling is hard to be sure of but the blatant

Block and report them so you won't play them again.

They do get punished, if their actions are reported.
There is a mechanism for kicking people who just leave the board.
But if he stalled for 7 minutes he must have been sitting on the chess com screen and moving the mouse every minute to prevent being kicked. Pretty hard to deal on the spot with that kind of stalling, except for punishment after the game once it’s reported.

But yeah, perhaps if they only have one or two legal moves they should get a minute or two cap per move. As an extra safeguard maybe only engage this when they are rated as in a significantly worse position.
It’s hard to argue that anyone with one legal move would ever have a legitimate reason for thinking for 7 minutes.
