It's already enabled as soon as you start a game. It can be disabled by clicking the "disable chat" button. If your opponent clicks that button, the only way to enable it again is for him/her to enable it again by pressing the "enable chat" button.

Is there an "enable chat" button? I don't think I've seen it.

The "disable chat" button turns into "enable chat" if you're the one who disabled it.

@jp_23: I just tried it out in a Live Chess game (using the new interface), and when I clicked "disable chat," it just disappeared, and "enable chat" didn't appear. Am I doing something differently? Am I using an incorrect version? Undecided

Then it looks like the new one changed that. I hardly do it because it's kind of like telling someone to shut up: which can be interpretted as rude. So if you can't enable the chat then the disable button is final. Use it with caution towards never talking to the person.

The whole interface of this site is so fkn unintuitive. Tried to reactivate chat, but wasnt able to find it
