When you are creating a tournament you should be able to set a max timeout level requirement for joining into the tournaments. Also, when joining some tournaments you should see restrictions for joining the tournament based on timeout levels.

It shouldn't matter what your time out levels is. If it's 2% or 60%, if you join a tournament and time out, you should lose points...period.
I've posted this before, and I still have a major problem with people signing up for tournaments and then timing out after one or two moves!!!! I could care less why they timed out, You should AT LEAST lose points, even if your opponent doesn't get any!!!
There should be some punative measure in place for signing up for a tournament and then forgetting that you did or whatever the reason may be.
