Buchholz calculation when opponent was absent.

Hello,
I need your help in understanding on how Buchholz TB1 is calculated. I have problems in understanding it in some cases when player has his opponent absent in one game. For example let's calculate TB1 for player number 2. He get 1 point from player 23 and 2 point from player 8. If he has TB1 4 he must get only 1 from player 10 which was absent in first game. Why is that? Shouldn't he get at least 1.5? Can you explain method of calculation in such cases?
