In arenas they get paired against players around the same rating I think so a person has a 50% chance of winning a game

It could be that they don't know their actual rating because they just joined, so they selected beginner even though they are better.Then they preceeded to whap everyones butt

Smurfing isn't allowed unless you are titled or have special permission from chess.com. However if you are titled you are only allowed to have one alt account, and if you purposely try to stay <1000 that's considered sandbagging. So to your question: yes it's occasionally allowed, but chess.com doesn't directly encourage it.
Smurfing is sometimes allowed for the purposes of a speedrun, however, you must consult Chess.com support about it first and get permission to do it.
It will also come with a few caveats. For example: you might be told you're not allowed to play tournaments, and all of your opponents' ratings will be refunded.

Chess.com, how nice of you you don't tell us anymore "bug off and get over it" when we want ratings refund after a dishonest player got caught.
But we also need tournament ranks and titles/awards corrections and adjustement.
Yes, it's sickening to see, tournament after tournament, players who registered under a lie about their level, steal everything from others.
When a player regitered claiming to be what 400 or 800, or even 1200, then proves within a few days or weeks, to be actually a 2000+ player, you should bann them and correct the outcomes of events they played.
I've gotten rating refunds for all the dishonest players I've played that have gotten caught. I haven't had that much experience with cheaters playing in tournaments. Cheating is a big problem, but let's not overblow it as "tournament after tournament."

Sorry for the caused confusion, looks like it's better known as "sandbagging" among the chess domain.
You're in control of your own results. Just win all your games while playing really fast and you'll win most of your tournaments. Stop blaming others for your own inadequacy. I don't like the fact that people try to manipulate the pairing system in this way, but don't fret over it: just enjoy your games.

These ratings are not just to make you look more badass but for an accurate pairing. Wanna play CS and check afterwards how much fun did u have ?
At almost any tournament that I play, first few places are always taken by people rated <1000, with only few games ever played and accuracy >90%. Is there a policy that smurfing is illegal? I don't enjoy the game while being smashed by someone rated 2k+. Every time I report these people and I've never ever received a notification any of them were banned.
