How do tie breaks work?

Well there's this 1700 rating guy, who defeated me once in the tournament, but I'm currently ahead of him in question of game points..

Seems like each time I defeat someone, his tie break increases.

Does it proceed? How do tie breaks really work?

When all of the games in a bracket are finished, and two or more players are tied for the same score, tie breaks are used to determine which of those player will move on to the next round, or the final standing in the last round.

Each player's tie break score is determined by this formula:

T = (Points against opponent) x (Opponent's overall score)

Tie Break = Sum of (T for every opponent)

This means that when two players tie, the edge will be given to the player who managed to defeat more of the better-performing opponents.

Because he's defeated you once already, the 1700 player's tie break score will go up by one every time you defeat someone else, because he gets Tie Break credit for defeating a quality opponent (that would be you).

If playing with tie-breakers and two players have the same score at the end of a complete round, the player with the highest tie-breaker advances. If they have identical tie-break scores, they both advance.

The tie-breaker score is based on wins/draws against all other players. Generally, if you have done better against players than I have, you will have the higher tie-breaker score and advance.
