how does arbitration work?

Hey guys,
I hope that someone can look into [url=http://www.chess.com/echess/game.html?id=30694206]THIS[/url] game. It's a tournament match and the last one of the groupstage. My opponent is in a losing position and does not have a chance of winning anymore. He still doesn't give up and takes a VERY long time to make his moves, meaning that he's delaying the tournament for a couple of weeks already and that it takes a lot of days for him to even make ONE move.
Hope that the match can get decided by Chess.com, so we can proceed with the tournament.

I heard that chess.com offers arbitration in extreme circumstances where an opponent is procrasenating, I was trying to explain it to another user but couldn't. anyone care to explain it to me so I can pass on the information?
