I withdrew rather than play the last game of a round 1. I foolishly entered a 14days/move tourney, one of my opponent was obnoxiously slow (particularly in comarison to the rest of the field), and I didn't want to move on to round two for more of the same, so once I won the first game I withdrew immediately, hoping to keep my rating stable. Instead, the conclusion of game 1 automatically triggered game 2 against the slow opponent, and my withdrawal triggered my resignation prior to making my move in game 2 and I lost points as a result. I considered this far better than the alternative--if I remained in the tournament & won or drew the final game (six months from now), it may have triggered my entry into round 2 and, since I did not want to continue, I would have to forfeit four games.
I would imagine that, if you have no games current in the tournament, you can withdraw because there are no points to be lost. I've never heard of a rating system that applies an arbitrary penalty for withdrawing from a tournament--ratings adjustments must come in pairs of competitors as a result of a resolved game.
All that said, you are best off asking in the Live Chess forum, where a monitoring staff member will likely give your query the answer it deserves. I can only speak from experience, not authority.
... the "official" answer is there is no penalty for withdrawing between tournament rounds if you have no open games left to complete in that round.

If a player who would advance withdraws there is no replacement.
Same situation when a tournament director removes a player in an attempt to advance.
I'm tired of waiting for Round 1 of a tournament to finish and want to withdraw from it. If I withdraw will it count against my rating as lost games?
