From the tournament list look to the right for the Help link.
Normally you would have had to complete five rated games but due to the glut of tournaments some allow possible one-day members who will never play a game.
Try to register in every one until you are accepted. You will probably find a 100 player tournament that will accept you. Do not enter a tournament with few registrants as it may never start. If you find this happens then you can withdraw.
