titled players have their identity known by chess.com staff. fairplay issues easier to deal with in games between stronger players.

Online tournaments with prizes in money just don't make sense, mostly because of computer use. Even in offline tournaments people is doing computer cheating nowadays.

Low rated players + Money + Online Tournaments = Cheating.
thats why you dont have these types of tournaments for low rated players. Just start an paid online engine tournament. That way people could fire up there favorite chess engine, and go at it.
Even so you would get an hard time knowing whom to offer the money. People with top engines working on top deskop machines can draw some 95% of the games or more.
